Biotechnology is essential to the EU’s healthcare innovation, enabling advanced treatments and better outcomes for citizens. The BPI sees the EU Biotech Act as a key opportunity to accelerate this progress. For the EU to regain leadership in breakthrough therapies, it must rapidly translate scientific advances into accessible treatments through aligned legislative and non-legislative measures, such as the EU Competitiveness Compass, the Life Science Strategy, the EU Innovation Act, or FP10.

BPI supports the objectives of the EU Strategy to advance medical countermeasures (MCMs) against public health threats. The Strategy aims to build a cohesive and coordinated European response framework that strengthens preparedness and emergency responsiveness. In an increasingly complex geopolitical landscape, it is crucial to accelerate the development and accessibility of crisis-relevant MCMs to boost the EU’s strategic autonomy. Given the global nature of many health threats, EU efforts should be coordinated with international partners to ensure aligned development, manufacturing and equitable access to MCMs worldwide – including capacity building in low- and middle-income countries.

The German Pharmaceutical Industry Association (BPI) welcomes the aim of the EU Stockpiling Strategy (EUSS) to develop a coordinated European approach to stockpiling critical medical countermeasures (MCMs). In light of increasing geopolitical uncertainty and emerging threats, strengthening the EU’s crisis preparedness is vital. Establishing resilient supply chains and building strategic reserves of MCMs will enable authorities to maintain societal functioning and safeguard public health during emergencies. 

Mit dem am 11. März 2025 veröffentlichten Vorschlags eines ″Critical Medicines Acts″ (CMA) verfolgt die Europäische Kommission das Ziel, die Verfügbarkeit von kritischen Arzneimitteln in Europa zu verbessern. Zur Zielerreichung sollen Investitionen in Produktionsstätten für Arzneimittel auf der Unionsliste der kritischen Arzneimittel sowie für deren aktive Bestandteile und Vorprodukte erleichtert werden. Auch sollen Anreize die Diversifizierung der Lieferketten fördern, die öffentliche Auftragsvergabe resilienter gestaltet werden und so das Risiko von Lieferunterbrechungen minimiert werden.

Der Bundesverband der pharmazeutischen Industrie (BPI) unterstützt die Europäische Life Sciences Strategie (LSS) und sieht in ihrem umfassenden Ansatz eine einmalige Chance, Forschungs- und Innovationskraft im Gesundheitswesen zu stärken. Diese Initiative bietet eine Plattform, um finanzielle, regulatorische und politische Kräfte zu bündeln und die globale Führungsrolle der EU im Bereich der Gesundheitsversorgung zu festigen.

The German Pharmaceutical Industry Association (BPI) welcomes the European Commission’s initiative to revise the EU Public Procurement Directive. This revision presents an important opportunity to address structural challenges in the pharmaceutical sector, enhance supply security, and promote sustainability in procurement practices. One critical aspect often overlooked in discussions regarding shortages, is the impact of growing global demand. While various factors contribute to shortages, studies indicate that a sufficient number of suppliers is necessary to ensure a stable and continuous supply. If less than three companies supply a given pharmaceutical substance, the risk of prolonged shortages increases significantly. To build a resilient pharmaceutical industry and safeguard public health, proactive measures must be taken to mitigate supply chain vulnerabilities. The revision of the Public Procurement Directive, alongside the Critical Medicines Act, offers a unique opportunity to implement substantial and sustainable improvements for the future.

Der Bundesverband der Pharmazeutischen Industrie e. V. (BPI) nimmt zum Referentenentwurf einer Ersten Verordnung zur Änderungen der Arzneimittel-Nutzenbewertungsverordnung mit Stand Januar 2024 Stellung. Ziel des Verordnungsentwurfs ist die Verzahnung der Vorgaben der Verordnung (EU) 2021/2282 über die Bewertung von Gesundheitstechnologien mit dem Verfahren der Frühen Nutzenbewertung in Deutschland.

Die Stellungnahme des Bundesverbandes der Pharmazeutischen Industrie e.V. (BPI) richtet sich an das Bundesministerium für Gesundheit (BMG) und bezieht sich auf die Überprüfung des Preismoratoriums sowie der gesetzlichen Herstellerabschläge, die gemäß § 130a SGB V für Arzneimittel erhoben werden.
